The clear implication of this assumption is that, if you're aiming to facilitate economic growth, it's much more effective to focus on increasing production than increasing demand. You say "according to" when you want to quote someone very important or authoritative (excluding yourself). However, according the law would still be grammatically correct, but it would mean a completely different thing.
